Generally for Green Card Holders you will not need additional documentation to visit the Niagara Falls on the US side. This tour only goes to the US side.

We visit part of the harbor region around 11:00 a.m. - 11:30 a.m. at San Diego.
Then, you will head to San Diego Seaworld around 12:00 p.m.
You will depart from the park around 5:00 - 5:30 p.m.

You will be able to take this tour as long as your partner can prove that he is 21 years and older, however; as you've stated, you will not be able to gamble.
