Yes, you can join this tour on the 2nd day by self transferring to the hotel used on tour.
There is no price reduction if you opt out of the first day of the tour.

You will be able to use the 30 inch luggage as your stored luggage during the tour.

You can bring a folding wheelchair on tour with you; however, your mother will need to be able to make it up and down the bus stairs.
The wheelchair can be stored under the bus and it will be your responsibility for helping your mother on and off the bus and into her wheelchair.
However, your mother is more than than welcome to join and enjoy this tour.
