Your friend will need to apply for a Canadian Visa, please find the closes Canadian Embassy near her to find out what exactly she needs.
There are no price difference between the two tours since they are the same tour. Since this tour is a buy 2 get 1 free tour, the displayed price for USNY3-146 is for each person when you are booking the tour for 2, and the USNY3-320 displayed the price for each person when you are booking the tour for 3. But if you use the easy book section on the right, the tour cost is the same for booking for the same number of people.

We will not be able to guarantee a seat on the bus for you, however, the bus operates from 9am to 5pm, and departs every 20-30 minutes, so you would not have to worry about getting back.
