If you wish to book tour 47-650 you will need to leave a note in the comment section that you wish to end in Washington D.C, you will just need to self dismiss at the last location and you will forgo Philadelphia. This tour package does include 1 night hotel accommodation at Quality Inn or Comfort Inn near Niagara Falls.
